1) Gather materials: All you need is a piece of felt and some scissors. You can also use fabric paint or embroidery thread for the whiskers if desired.
2) Cut out shape: Draw a circle on the felt and cut it out to open the back for attaching elastic. Place the front and back right sides together with one side overlapping slightly. Sew all around, leaving about 1 inch open at the top. Turn right side out and stuff with a small amount of poly-fil.
3) Attach elastic: Using the opening, attach a piece of elastic and tie it into a knot. Trim any excess length off if needed.
